Overview
The development of the Chinese telecommunications industry has been following a unique path over the past decade, which is characterized mainly by government's efforts in technology catching-up, if not technology nationalism. In effect, changes that take place in this fast-moving industry can sometimes be measured on a yearly basis in China, in terms of some fundamental aspects such as technology, market, and institutions—which feed on themselves and pose both opportunities and challenges.
The early inauguration of China's experimental deployment of 5G networks in 2018, takes place against the backdrop of the ongoing trade disputes between two economic powers, China and the United States. This will further complicate future development of the industry ecosystem. For one thing, the bilateral trade disputes are reshaping national and international value chain, a fact that also obfuscates the prospect of the aspiring "Made-in-China 2025" plan. As a result, many theoretical, practical, and policy issues may arise in the emerging telecom industry in China and related economies in the era of 5G. This deserves a timely attention from academia and practitioners alike.
The objective of this special issue is to encourage both theoretical and practical investigations into these recent development and dynamics and their long-run implications on China's emerging ICT ecosystem and coopetition, particularly in the era of 5G era. The special issue intends to cover various topical issues, as defined of theTelecommunications Policyjournal in its wide-ranging scope, namely: (1) the emerging ICT markets/ecosystem; (2) policy, regulation, and governance; and (3) management, entrepreneurship, innovation, and use. Specific topics may encompass, but not limited to, the following:
The evolving market structure and ICT ecosystem;
Separation of network operation and service provisioning;
Impacts of MVNOs and other private participation on competition development;
Standardization;
Network equipment vendors;
The shifting international value chains;
Technology policy—innovation and nationalism;
Competition and regulation in mobile services;
Competition, cooperation, and level-playing-field;
Regulatory effectiveness, accountability, and consistency;
Technological, market, and regulatory convergence;
Impacts of ICT development on economy and society;
Digital divides and universal services;
OTT services and tech companies;
Technology adoption—role played by technology-savvy consumers;
Transformation of telecom SOEs;
Understanding China’s telecom industry and policy from an institutional context;
Coping with the changing international environment.
